Partial failure: the satellites were not injected in correct orbit. The EPC core stage shut down early (5 seconds) and had a roll control problem. The EAP solid boosters and the EPS final stage appear to have operated correctly.

A dummy ballast mass replaced Phase 3D which was pulled off the mission because of a predicted rougher ride than originally specified.
