Telecommunication program operated by Measat Broadcast Network Systems, a subsidiary of a 1987 privatized company.

Cost of the program: $235 million. Hughes also supplied equipment for a satellite control station on Malaysia's Langkawi Island and trained the Malaysian spacecraft controllers.
