In Aug 1999 Loral Space & Communications Ltd leased (via Loral Asia Pacific Satellite Ltd.) the satellite (27 C-band and 13 Ku-band transponders) through its remaining lifetime. It will replace Orion 3. Contract worth $298.1 million (Loral will pay US$78.4 million on the closing date, US$12.5 million per quarter thereafter for 16 quarters and US$19.6 million on the date the sixteenth quarterly instalment is made.). Under the agreement, Loral will also have the option to lease from APT replacement satellites after the Apstar IIR's useful life has ended.

In June 2009, Telesat agreed to sell its leasehold interest to APT for $69.5 million.
