The satellite was not placed in the perfect orbit. Moreover an inequal filling of the fuel tanks caused the satellite to tilt, which caused the satellite to use all its fuel to try and stabilize it. Therefore a GEO orbit could not be reached and the satellite is used for a few communication experiments, but nothing useful.

The first flight of GSLV costed Rs 11.05 billion The second launch pad was being built at a cost of Rs 2.89 billion.
