Funded by Defense Advanced Research Projects Agency (DARPA) and managed by the US Army's Communications-Electronics Command (CECOM) at Ft Monmouth, New Jersey. Estimed project cost: $15 million

The MUBLCOM system will address the military's need for secure, mobile, terrain-independent, all-weather communications. It will support combat network radios, as well as special missions such as long-range surveillance and fire support. Navigates with a GPS receiver.

The satellite will take part in the Dart mission as target.
