According to some reports, TES will carry a steerable antenna (possibly with nulling capability that would prevent eavesdropping on communications), a solid-state recorder, a step-and-stare mode camera (which keeps focussing at one scene while the satellite is in motion), two-mirror optics (for compactness), and high-bit rate data transmission.
