ELectronic Intelligence by SAtellite
French ELINT program composed of 4 satellites. Will map radar transmitters around the globe and define their characteristics (ELINT).
They are a first step towards the future electromagnetic reconnaissance program called ROEM (Renseignement d'Origine ElectroMagnétique).
